You don't necessarily need high skills in order to do most things in it so spend them however you want. You would struggle a bit at first due to the low level, but you will level up pretty quickly. Then I play regular until I get to around level 10-12 and then start OWB. It gives you a really good edge if you have any difficulty mods and/or playing on very hard, but getting through the start of LR may prove too hard. After that, I head back to the Mojave with a bunch of late-game guns, a couple thousand caps, riot gear, and ED-E's repair ability to maintain my new guns. I don't complete it, but I clear the first silo and nip at the first edge of town and loot everything.
I start off with LR right off the the bat.
